There's a ton of ways to do this, You could just set the project resolution to your finished ratio and skip all this but I like doing it this way because I like to be able to see the whole clip while reframing. As always do it the way that suits you best.
When I say no black bars I’m referring to the exported video. Unless your playback device is optimized for whatever ratio you’ve chosen the black bars will still be present as it compensates for the scale difference. It will upload to RU-vid without bars and qualify as a 4K video.
*The only time I personally ever upscale a video is when posting to RU-vid, In which case I always do*
