This is highly believable. I know some Kenyans are capable of doing anything for money. And our lazy embassies and officials "see or hear no evil", thus enabling the perpetration of such a scheme.
I think it's unfair to lay blame on the Kenya Embassy. Diplomatic missions operate according to set codes and in most cases do not have their core business as protecting private interests. They can only assist as many other government offices do. Those who go to work in Saudi, for example, go there by private arrangements and when they get there, they do not register their presence with the embassy; how will the embassy know that there are Kenyan citizens there? And only for those in trouble to go there and seek help with impossible demands? For example, how can the embassy justify spending money on an air ticket that cannot be officially accounted for? But yes, it is possible to provide official advice, which am sure may not be useful in many circumstances. @@antonynjoroge3339
