Government has authority to pass law for taxing @100 per cent for receiving capacity payments by IPPs. Government may legislate and ask FBR yo issue SRO in this connection. These IPPs can also be fined on account of receiving scandelous payments. Executive, Legislature and Judiciary must work together and devise ways and means for handling these scandelous IPPs .
