Extra funding for NHS 'might have to be an insurance scheme', says Labour peer and doctor

Labour peer and doctor Lord Robert Winston has told Sky’s Sophy Ridge that we need to consider how much we can afford to spend on the NHS, and where the short falls will come. Suggesting there may need to be a insurance scheme or some other "hypothecated tax."
This comes after Lord Darzi's independent review of the NHS, and Sir Keir Starmer newly laid out plans for its reform, in which the Prime Minster said the NHS will not get any more funding.
Lord Winston says reforming the NHS "is not a political issue" and should be done by the decision of a "much broader community."

PFI, management consultants, middle management, over priced private contracts. Its been set up to fail since Labour were in power in the 90s and every goverment since have worked to make it worse

This is Labours plan to get around not raising VAT, NI or Income Tax, they will create a new NHS insurance tax. It means they can raise more money without technically going against their election manifesto. All this pre-amble is grand standing to try to justify it.

@@John_Bradbury No there is a wider problem that taxing people in niches doesn't raise enough. There would be a real limit on how much OAPs could afford to put in. Labour needs it to be a tax on income, nothing else will raise significant amounts. I suspect there will be a 'temporary' NHS insurance levy on income of 3-5%, that will inevitably become permanent. Also suspect the tax free threshold will remain as is for another 10 years, effectively bringing the lowest earners back into paying more tax. They don't have much to give, but there are so many of them, that even a little extra adds up. Labour is always about the spending and right now they need a money grab somewhere as the markets won't bear more borrowing.

Perhaps the NHS should look to stop inefficiencies and wasted money first. Also how can he say the NHS is free? It's paid for by taxes and prescription charges.

Each legal immigrant already has to pay 1035 pounds per year immgration health surcharges to use nhs.

Yes it's not like the UK government charges all migrants to the UK a special immigration health surcharge of £1,035 per year on top of the taxes they pay.

@davedavids57 every immigrant pays this health surcharge as part of their visa application - and they won't be able to get their visa and come to the uk unless the health surcharge has been paid. The UK government website states this very clearly.

National Insurance covers my NHS treatments, why would i need to pay twice with an insurnace scheme on top. Can I opt out of some of my of NI in that case, seems like a stupid idea. Its either one or other, not both being charged. Its like paying a mortgage for my house and then being asksd to pay rent also.!!!

The NHS sell beds to private health care providers as an income stream, which by default is a subsidised private health care industry, they get to use all the apparatus without the cost of paying upfront for the apparatus and the space sq ft of the hospital etc. How many beds are sold to the NHS and how much per bed are they sold, work it out how much is a new hospital, divide the number of beds, reference that cost against the subsidised beds and your get an idea of the discount.

@@ScottishRoss27 the OECD, WHO, The King’s Fund et al calculate healthcare spending for the UK as a whole and do not distinguish between NHS England, NHS Wales, NHS Scotland etc. They include the UK as a country. Both the UK and its constituent nations can be described as countries.

I disagree with the winter fuel decision but it’s worth noting that NI doesn’t go into any pot to fund future pensions, but is spent today. Today’s pensioners paid for the generation before them - whose entitlements were much lower.

Professor Wiston is someone who should remain in the House of Lords regardless of his age. A sensible man, with vast knowledge that we should value. The NHS should remain free at the point of use, but an honest debate needs to be had.

The comments are interesting, it's a disaster, people are dying needlessly. There needs to be change and if some charges are all the table, all need to be considered. A lot more resources and holding those who abuse the system to account, a lot if idiots turn up to emergency all the time. Additionally the millions on long term sickness is a joke, get them working in admin roles somewhere or otherwise contributing, a job gives us purpose and we can't afford as a society to have most of these ppl not contributing in some way.

Size down the regional governments, such as city councils, Scottish, Wales and Northern ireland devolved governments- the overall size of the uk governments is too big and they all get paid with fat cheque's without getting anything useful done - with or without them the road will have pits anyway, so cut them down and we will have money for nhs, welfare and free education!!

Although the current report only investigated NHS England, and since it is a rapid report it hasn't got the opportunity to exam NHS in the other 3 kingdoms, I'm confident that the NHS in Scotland and the wider public service system in Scotland is not super rich to the extend that they could install 24K pure gold made toilets (some rich Arabic countries can do), so every penny saved from bureaucracy in Scotland being used for the front-line service in Scotland is good for Scotland. 2. COVID has proven that communicable diseases don't care about Scottish independence nor can be stopped by it, and if a pandemic spreads in England because NHS England is not functioning well, it will spreads in Scotland. So a healthier England means a healthier Scotland (and a healthier UK). Scotland and Scots are not living in vacuum and isolated from the rest of the universe, in contrary, it lies with other three kingdoms in the UK.
