they've created their own microclimate with the landscaping, it sits between a mountain and a golf course drawing in a natural breeze from above, the area is not saturated with latent parking lot and asphalt heated alongside denatured street sides. Even a tree lined street will naturally have less ambient heat with the same asphalt. These lots are large and not paved over everywhere like most subdivisions. These large lots that aren't paved over, cool down much quicker, and the shaded spaces naturally cool by 20-30 degrees without fans. Phoenix may have had high extremes in the past but the heat island effect created by the mass paving and small lots and anti nature/yard sentiment often exacerbates the issue of heat retention whether or not they claim 'smaller housing is more dense for more people' it still retains more heat, or if they are 'anti yard' for 'pro water', as if those have to oppose each other, then they often uproot trees 'to save water' while ignoring the energy savings that the tree provided by shading the house or that roots systems are healthier for soil than artificial rock yards or even the very basic that the desert is indeed full of grasses... environmentalism has been hijacked in all the worst ways. Plus summer nights are beautiful and Phoenix has clear skies. So I'd imagine any time of year would be good. You may be right about the snow bird thing, but it'd have to be a trophy property for sure, I'd imagine so rich guy had a family and chose the area for schools and keeping it White.
