Gohan may be better but that's fine since Gohan doesn't outclass SSJ4s since they are leads of different team archetypes. The problem would've been real if Gohan was Str type or AGL type

Maybe something they did on FE Heroes. Transfer Skills. All cards can pass their skills (uppon 3) to another cards, but you need to level up those cards to feed the others. On Dokkan they could easily divide passive in 2 slots and leader skills into 2 too: SSj4 Goku Leader1: Super STR Type characters 120% ATK, DEF, HP +3 KI. Leader2: Extreme STR Type 50% ATK, DEF, HP, +3 KI. Passive1: ATK 120% UP at the start of the turn Passive2: Medium chance of dodge Super Attacks, Counters with extreme damage SA Effect: +35% Defense for 6 Turns In the other hand SSBKK Goku Leader1: AGL Type characters 100% ATK, DEF, HP. Leader2: EMPTY Passive1: Rises Attack + 20,000 and Defense + 10,000 for 10 turns. Passive2: EMPTY SA Effect: -5% total HP per Super Attack They would keep creating strong cards or okey cards, but since you can now transfer skills from weaker cards to higher level or rarity cards every pull becomes useful. Restrictions? transfer skills cannot be the same or if they're similar have some kind of restriction. For example the new Kid buu, he increases his attack for 100% without condition but also gets 70% if his HP is above 50%. And you can only transfer effects and passives from lower rarety cards to higher rarety and you cannot pass passives and leader skills from Dokkan exclusive cards. So they can keep creating powerful cards (unable to transfer or recieve skills) and mediocre cards (that could get better with some farming and work.)
