Water vapor cycles out of the atmosphere in a matter of hours or days before becoming surface water or groundwater. Then temperature becomes the driver for how much evaporates. CO2 from fossil fuels resides in the atmosphere much longer and the surface reservoir is growing rapidly due to our emissions whereas the surface reservoir of water has change munch less proportionally
