Some private jets with their exhausts to high will do that to avoid property damage. Could also be that it has to much thrust and to avoid burning up the breaks they use the covers to create more drag, the thrust reverse is not actually being used the covers are just put back.
And the normal citizen should, if possible, avoid flying and preferably go on vacation by bike .... but these "better gentlemen" fly around all year round and probably also get their breakfast rolls from the bakery in the morning! I could 🤮
