Pretty sure the af ratio doesnt have to be over 15, but i think it has o be in the green zone on the af gauge, becausme mine got trough with an af of 14.7

how did you got the van tho? I believe in the newer version the uncle has the van and you can only get that if you exchange it with the car. so how did you possibly got both?
No, you read the note on fridge, install trail arms then wait for uncle, hd will lend you van but when you sleep it will disappear, then you wait a couple days then see him again outside, he gets fired and gives you keys where you find van at inspection shop and gifu at treatment plant
