Fake CH340 : Cannot configure port : Permission error 13., when uploading to Wemos D1 mini 

I have a bunch of Wemos D1 minis with unmarked USB chips. They identify as CH340 but are fakes. They don't work with the laterst drivers and Windows doesn't allow me to use an older driver.
