He didn't speak any English. As a manager in the hospitality industry for the last 10 years I can say without a doubt that 99.9% of hotel maids are illegal immigrants. They work through temp agencies so the motel chains have no liability since they didn't hire them directly. Of course everyone knows they're illegals but it's one of those don't ask don't tell kind of scenarios. The hotel chains benefit because they can pay a very low wage, don't have to provide health insurance, and all the risk is being taken by the temp agency because the hotel chain can feign ignorance. Of course the temp agency is basically just a couple of guys in an office so if they get busted they can easily close up shop and be back in business within a few weeks under a different company name.
