It seems you missed it for some reason, but Maximus told Titus that he didnt believe he was doing his duty as a knight. It was his duty as a knight to better the wasteland. Its why he let him die because he wants to be the knight he idealized in his mind. And while he has his failings, his intention is to do good.
I did not notice the cleanliness of Wilzig's clothing. Good eyes. The Brotherhood in the Commonwealth is located in Boston, MA; and they are the ones who contacted the L.A. cell of Brotherhood so that they could start looking for Dr. Wilzig. They don't state anything specifically, but if Wilzig came from the east side of the U.S., he would indeed have been traveling for 5 to 7 months on foot. That's not a lot of time to find clean clothes. Maybe someone in the last place he stopped hooked him up with new threads?

In the game, the Mk. I turrets are notoriously inaccurate. A Mk V on the other hand ... The irradiated bear is called a Yao Guai in the game (named by Chinese prisoners held in internment camps). The scene with Lucy is a double whammy Easter egg: First, poking fun at players who don't put their weapons away when talking to NPCs, and, second, diaper dude is a callback to the original game where you can find a diaper-wearing NPC with the same slouched posture in an encounter.
Even better - the diaper dude *is* a callback to Fallout , but the showrunners didn't know that. The actor apparently was a fan of the game and decided on his own to take on that posture and all as a call-back. From what I read after the show was released someone asked the show-runners and they didn't know anything about it, so they asked the actor who copped to it.
Supplies are limited in the wasteland, so they cannot waste any of it to raise inferior dogs. They're being raised as working dogs, not pets. It's sad but logical.
