Alex _ I think it's supposed to be that kind of sound made by a person who realises that he's going to be brutally slaughtered by a giant mutant clad in power armour and totally shits his pants because of it.
Michael H He’s a one time deal kind of experiment due to resources and also to how unstable a mutant is (thank god) And also, thank god he’s a one time deal or else Bethesda is would make some kind of frank horrigan remnant sh|t, just like what they did to the brotherhood of steel in fallout 3
mjuang84 in the fallout lore he didn't know what had happened to him.(Frank) . the others in the enclave couldn't stand him and only tolerated him because he was a useful tool, like the super intelligent deathclaws.
@100150747088148965036 he is not racional he is a supermutant like the others and these messages sound all recorded, what he is saying probably is what the doctors want him to say, the self destruct was a "bluff" some say, sounds to me like a recorded message that some one told him to say.
SuperKILLINGMASTER Oh no, Frank's one sick twisted bastard. He didn't need anyone else writing his script. Remember the scenes where he had a family gunned down or the part where he punched out the talking Deathclaw with a pithy remark or the scene where he casually decides to go on a lunch break after killing a guy, since killing people is no big deal to him? That dialogue is all him. Fallout Lore states that Frank was a soldier with a host of mental problems in the Pre-War era. So of course the brain trust at the Enclave figured he was the perfect guy to expose to FEV, turning him into a Supermutant. They got so attached to their new pet murder machine that they outfitted him with top of the line cybernetics, powered armor, and life support to keep him up and running for centuries. So he's plenty evil and crazy enough to say all of those lines. All things considered, Frank's a top contender for the most brutal, vicious, and overall evil character in the series. And that is really saying something. Note also that he's practically the only guy you CANNOT reason with in the entire series.
mjuang84 that's the mutation process he is getting worse while time goes by, my theorie might be wrong but I have another one, with the mutation getting worse he is losing his mind, he calls us (the chosen one) a mutie that shows a lack of eye sight he might be losing his abilaty to see, what are you saying is that he his in perfect state and that he is unlike most of the super mutants, smart and the fact that he can't be reason with gives my old theorie another reason for it to be true you can't reason with some one who isen't programed to reason with, has I said the recorded messages only include some answers and if you ask him more things he will say that talking time is over.
SuperKILLINGMASTER The Enclave may have augmented and taken him in to be their attack dog, but Frank was always a monster. The guy still has his own mind as far as we can tell. You can't blame the Enclave for Frank being an awful excuse of a person. You can blame them for giving someone like this a superhuman body, powered armor, authority, a plasma rifle, and a minigun.
God I want a picture of them at like post apocalyptic McDonald's or something I also like to think they're the same soldiers that are with him when he kills the family
It's funny. Every single other game in the series, Interplay- AND Bethesda-produced, has a way to non-violently talk the final boss down. You try that with Frank, and he says, "Fuck that, time for talking's over."
You can actually still talk your way out of this, just not directly talking to him. There is a group of enclave soldiers nearby that you can convince to help you take him down or they will all die. Add to this the turrets that can be either hacked or just reset with the presidents key, and your main character does not actually have to fight.
Frank Horrigan could have solved his problems way back in the beginning when the Chosen One was weak. If only he knew that that one man who witnessed him kill a family would be the one who would kill him.
The Master: You can convince him to stand down. Col. Autumn: You can convince him to stand down. Legate Lanius: You can convince him to stand down. Frank Horrigan: You can conv... oh wait.
Lanius is actually interesting case because it's heavily implied that the guy behind that mask isn't the one legends are talking about. That would make most sense because after all we are talking about guy who would rather slaughter his whole tribe and be severely mutilated in the process than accept their defeat and surrender. It would make no sense that you could convince a savage like that with few carefully chosen arguments. As for Horrigan, it would also make no sense that monster like him would surrender under any circumtances but that also proves that even Black Isle Studios aka future Obsidian never wanted you to get through the game without investing in its combat
@@retrohanska4441 honestly my take on talking him down is that he doesn't want the legion to fail during your argument with him you explain in detail how the legion would fail due to it's over expanding just like the ancient Rome it was based off of
I like how when he asks if anyone is up for lunch and everyone replies so casually. I love villains who are scary and intimidating but his subordinates treat him like hes a normal person.
@@chaosinc.382 I prefer to think that he's got a small, close-knit squad of guys that actually get along with him and chill. I know most of the Enclave are scared shitless of him, and hate going on missions with him, but I choose to believe he's got a couple of bros. Kinda like when that one weird kid at school nobody likes has a couple of totally normal friends for some inexplicable reason.
@@mr.kittysavestheworld695 nah they hate him they don't see him as a person at that point which is why the subjected him to experiments. They placate him because they are using him as a means for their goals. The enclave see people as disposable.
They probably get along well enough at least as soldiers do. Frank never struck me as the type to be violent and hostile towards his own dudes; he's so loyal to the Enclave, I wouldn't be surprised if the only way to make him angry was treasonous talk or dereliction of duty.
@@grimjudgment6527 Considering that the Enclave and Mutants made a comeback in 3, despite both being eradicated, I don't thin Bethesda cares much about lore
"killing me will stop nothing." "that may be, but seeing your body rotting on the ground will bring a smile to my face" people say Frank's a blunt force, but you have to admit, he's got a way with words, brutally efficient.
Something that made this guy so effective is that you see him and what he can do several times before you can actually face him. We learn he has no problem slaughtering families, can take plasma bolts to the face without an issue, and can punch the arm and head off a Deathclaw with one hit. If they had applied this strategy to Lanius or any of the other bosses... well, you get my point.
They *kind of* did this with Lanius, you could learn from Caesar how he's a brutal warrior and that he uses psychological warfare on "under-preforming squads" of Legion soldiers, plus you can hear about him from Radio New Vegas, as well as Lucius, Vulpes Inculta, Joshua Graham, Ulysses and Siri. Thing is, you just don't _see_ him and what he can do, though right before you speak with him you can see him tear through a couple of NCR Rangers with ease, if you're on any side other than the Legion's.
True. In Fallout 3 you see Colonel Autumn a few times before having the option to fight him, but he isn't really that intimidating by himself. Legate Lanius does look intimidating, but you only meet him at the end of the game and I found myself not being that intimidated considering I can not only reason with him, but convinced him to fight me 1v1, which ended up being him against me, Boone, Ed-E, and Cannibal Johnson and the NCR Ranger captain who both followed me into the fort. Not really sure how Lanius though he could win there.
@@samiamtheman7379 when Lanius was a teenager he managed to kill 12 fully grown tribal soldiers before they managed to knock him out and before that he was brutalizing the Legion's patrols which happen to be the best martial artists in the Mojave and possibly in all of California.
The problem with that is that every single (adult) character in Fallout NV can be killed. If you could see Lanius before the final battle, you could kill him. If he appeared on the other side of a window or something, that would just feel like the cheap crap Fallout 3 pulled to pigeonhole you down their railroad of a story and you would feel cheated out of the opportunity to kill him when it was convenient, the same way Fallout 3 did with Col. Autumn appearing only behind glass and force fields before the final confrontation.
@@Rubyofthedead They could just extremly buff him during first confrontation, so that he can't be killed. Other possibility is courier seing him defeat few supermutants/deathclaws at once at Cesars arena. Of course having video of his brutality show to the courrier before they met at Hoover Dam is also possiblity, but i think it would fell lazy.
He definitely would be the ultimate Dom in the bedroom... well uh, assuming his junk was not mutilated totally in his extensive frnakenstein surgeries.
The virgin Master: Can be led to killing himself by revealing Mutants are incapable of reproducing The chad Frank Horrigan: Attempt to talk to him, "We just did, time for talking's over"
Because Frank Horrigan doesn't listen to reason, and has no problem killing children, it's no wonder the Villains Wiki labels him as a pure evil, which is only for the absolute worst, irredeemable villains.
Why didn't those Enclave soldiers notice that the Chosen One was wearing a Vault 13 jumpsuit? Enclave Solder 1: Hey, Autumn, did you notice how we let a potential prime normal go away? Enclave Soldier 2: Well, he looked like one of those cosplayers we see everywhere these days; everyone wants to be like the "Vault Dweller" for some reason....*sigh*
@@ababyharpseal6534 That'd actually makes sense when knowing that Frank's actually really dumb. But it doesn't make sense that they put his Intelligence at 10.

It's really weird how you can talk down Lanius considering everything we know about him (despite the many contradictions in his backstories) says you shouldn't be able to do that.
Is it just me, or are the boss enemies from Fallout 1 and 2 a lot more terrifying and actually interesting than most of the ones in the Fallout games produced by Bethesda?
+Travis Lacy Correct. The Bethesda Fallout games are good, but nothing compares to the originals. Anyone who tries to dispute that is just plain wrong.
+Necrobadger You said it. You can not compare these games. None of them is worse or better than the other one. They are too different. It is like comparing a jet with a bike.
+Travis Lacy Yes, it's because the original games had better writing and atmosphere. Bethesda can't write for shit and just go straight PG with the game, they just keep going to take advantage of all the Fallout fans they know we're going to buy their games regardless. $$$

Jake Branthe Dude murdered a lot of people, not to mention he's constantly on drugs thanks to his special power armor. One mistake with him and you'll end up worse than Prince Oberyn.
Did anyone read what he said after killing that guy "Well it's a little past 12. Anyone up for lunch." Then the two guards said “Sure count me in.” I guess killing people really works up an appetite.
*You were hit for 10 points *You were hit for 11 points *You were hit for 16 points (dialogue initiates) Frank Horrigan was hit for 2 points and was killed what the fuck
He skipped through the battle, you can tell because his health is lower than before and he had a weapon equipped. I'm hoping I didn't come off as a jerk.
Their is a mildly intelligent one in Fallout 4 who won't simply slaughter you on sight. But i'm with you. I need Goris back in the new games. That would be amazing.
I'm sorry but I'm pretty sure frank Horrigan would win he has ripped deathclaws apart with his bare hand and his armor could stop a mini Nike explosion
Fallout 4 had a mod released for a super mutant power armor that was basically this guy's gear. Had best comment ever. --- Quoting myself back in 1998 "OH s*** FRANK HORRIGAN IS STRONG!" 19 Years later, 2017 "OH s*** STRONG IS FRANK HORRIGAN!"
0:16 See that little kid that got decimated? That's right, you just witnessed a family of three that got shred to pieces by miniguns. Fallout 3 and beyond never got this dark
Adapting Fallout 1 into a stand-alone film would be doable. None of the other games would work as movies. Fallout 2, New Vegas, and Fallout 4 could each potentially work as series, though.
I have always thought of a Fallout series. Not particularly any one game, but something like someone leaves a vault and literally travels across the country encountering different factions. Imagine seeing the Brotherhood being introduced for the first time...
Fallout 3 is literally a movie, Liam Neeson as scientist dad, Evil murucan government led by an AI president and its colonel with a southern accent, water purifying and all that shit.
Can only imagine how powerful Frank would have been if he used his being for good. The man destroys Deathclaws with one single strike. Not just kills them, but fucking smears them all over the wall. And that deep voice is menacing and soothing at the same time.

Frank Horrigan, Fawkes, Legate Lanius, Joshua Graham, and Arch Dornan in a five way fist fight. There aren't sufficient words in the world to describe how badass that'd be. Horrigan would win though. Come at me bro.
thegreatmoustachio Actually there are words to describe such a confrontation, such as: "curbstomp", "bloodbath" and "annihilation". Seriously, what is with people over estimating the strength of these human characters? Joshua is just a very angry Mormon with a souped up pistol and a fancy vest. Lanius, while strong, is far from punching holes through people. And Dornan... well he isn't that much better than a standard soldier. The only one who could even possibly stand up to Horrigan would be Fawkes, but in terms of training and armor, Horrigan would easily win in the end. Even if everyone was against him with weapons, he would still win considering how well he can stand up to gunfire and smacks to the armor.
Designer A: We have militarized power armors, giant monsters and super mutants, how can we top that? Designer B: How about a giant super mutant in power armor with energy guns? Designer A: give this man a beer
+repinscourge You can use Shadow Play to record literally anything that happens on your computer using "desktop" mode (I think that's what it's called). it just captures whatever's on your screen from the moment you press the "start" button until you press "stop". It's amazing.
Honestly I hope that Fallout 3 is the last time The Enclave are the main antagonists. I just don't find them nearly as compelling as The Master or New Vegas's faction leaders. The Enclave are just so...vanilla. They're evil, they're stupid, they're hypocritical, and...well...simple. I don't necessarily need to feel guilt tripped for killing a games primary antagonist, but I do like it when villians make me do a double take. The Enclave its like...whats the point? Nothing they do even makes sense, its just senseless murder and mad science because...well...because.
I don't see your point, you mean you want a more relatable villain? I feel there are to many of those kinds of villains. Also I don't see how Caesar's Legion, one of the New Vegas faction leaders, was really good. They didn't follow Roman ways at all really besides their attire (They were more like Genghis Khan really) and they were also pretty one note. While I won't lie, the Enclave are also somewhat one-note, they make sense in the Fallout universe however, the Fallout universe is like 50s American future where the government was might and filled with propaganda. The Enclave aren't really evil, they are always played as evil because their leaders like Richardson and Autumn but many people in the Enclave aren't evil like the Enclave Remnants who are a bunch of Enclave members who not evil at all like Cannibal Johnson or Daisy. Hypocritical, I find those villains to be the bets since it makes them comedic to me how they ignore their own flaws and just look out for themselves. I don't see what they do making no sense, how they planned to put the FEV virus mixed with James's Project Purity made sense seeing as the Enclave have avoided radiation for years with their armor and hiding in secure bases while also killing every ghoul and super mutant at the same time, makes perfect sense to me seeing as, again, they only look out for themselves and what they see as the perfect America. Also I don't get the "well... because." thing you ended with, the Enclave has always made sense, to me anyways. Last thing, I agree they shouldn't be the villains in the next Fallout, they should be a faction, like the NCR in Fallout New Vegas only not as huge maybe down played a bit but like an optional faction you can join and work for if you so desire or you can just ignore them and go independent or join someone else. Thank you for your time and I hope I didn't come off as mean.
Sergeant Dornan Don't worry, you didn't come off as mean, and you've certainly made some good points. I wasn't so much thinking of The Legion as I was thinking of The Master or Mr.House. Unsurprisingly, what makes a compelling villain is a matter of taste. I feel like I could have been more interested in The Enclave if we were given more insight. As it is, they've been the main antagonists in 2 & 3 and we still arn't really told squat about them. Are they really remnants of the US? For example. As it is, I always felt like The Enclave was kept so mysterious that it feels to me like confrontations with them arn't going anywhere. But again, that's just how I feel. And there's nothing wrong with your viewpoint even if I don't share it. I'm just grateful you didn't bombard me with hate.
Because Bethesda want some evil enemy without reason for player and "good" BoS to kill. But in Fallout 2, Enclave want to purify all mutanted creature, include ghoul, super mutant for the sake of normal people, their way is just too violate but their goal is good for normal people.
pirotess2 Not sure if I just misinterpreted what your comment stated, but the Enclave's goal (at least President Richardson goal) was to completely kill off all mutations. Ghouls, mutants, deathclaws, and humans with DNA mutated from the radiation of the Great War and even the FEV were all planned to be wiped out by the Enclave when they were planning to launch the FEV Toxin across the entire globe. Only those who weren't exposed or mutated by the FEV or the radiation from the war would survive. (That's about 1% of the population surviving except for those locked away in vaults [still] or on the oil rig) Although at the time it seems like a good idea, it was just going to put the human race into an even tighter race for survival. The Chosen One uses a good example when trying to convince the president why he's wrong and states something about how Brahmin (which are cows mutated with two heads) used to be only mono-headed, but through time and evolution have actually been able to survive on their own and adapt. I would much rather side with The Master then the Enclave, at least The Master was attempting to make everyone's survival chance increase by mutating people past the point of being affected by any other type of mutations, granting them the life of a Super Mutant.
Sergeant Dornan I totally agree with you on the Enclave being just a faction rather than the main antagonist, but only because of the events in Fallout 2. If The Chosen One didn't foil President Richardsons plan, maybe Fallout 3 wouldn't have been possible. So it makes sense that they would still be around, but not as big of a threat as they "posed" in Fallout 3. Doesn't Fallout 3 feel like a homage to Fallout and Fallout 2? I feel like they just took all the great things about Fallout 1 and 2 (and of course missed a bit of content like weapons or factions or anything along those lines) and made a more appealing game to the newer generations. I would appreciate a response from you, but do you think Fallout would be as popular of a series now, if Bethesda hadn't made Fallout 3 and gotten more people interested in the lore/universe of Fallout? I don't think I would of bothered with Fallout and Fallout 2 if I hadn't played Fallout 3, because it gave me a taste of what a great series Fallout is, but from a different and new perspective. I started off with Fallout 3 and it made my play-through of the first two Fallout's so enjoyable. I learned so much and connected so many dots going back and playing the first two.
Give a courier a ballistic fist, some power armor, and a few doses of Med-X, Psycho, Buffout, and Slasher and he's got a chance of doing what Frank Horrigan can do with his bare hands. Too bad the Enclave doesn't do open enrollment, I'd love to have a guy like that on my team.
Jeez i remember walking out of the oil rig the first time i completely forgot about Frank in the last few minutes My heart litteraly stopped when i saw him standing in front of the exit
Horrigan: "You've gotten a lot farther than you should have, but then you haven't met Frank Horrigan either... Chosen One: "Wait! I'm sure we can talk this out!" Horrigan: "The fuck you think I am? Legate Lanius? Gonna talk me down with some BS speech skill? Your ride's over, mutie. TIME TO DIE"
The way that he tells you "Time to die." in the very first chat window is more than chilling, he makes you question your choices and fear for the worst before you can even say a word (and if you haven't, it won't be long until you realize you don't have a choice.)
Joshua Graham is scarier. He is so calm and reasonable in his wrath. Lanius is openly sadist with no idea of peace. "If you harm Daniel or any of Sorrows, God willing, you will not leave this valley. "
i still cant understand why frank didn't kill the chosen one on that encounter where he killed that family, it was pretty dumb to let him walk away having witnessed that.
Liberty Prime yes it his stupid, but that assault on the family can just be a way to scare the chosen one away, maybe they dind't want to kill him just scare him away, maybe they wanted to recruit him.
+Liberty Prime As someone who have been playing Fallout since 97, let me explain. The encounter in the desert was before the Chosen one was considered a threat by Frank. Frank, being a man well versed in propaganda, since he was part of the US government, knew that having a "Random Tribal" witness the death of someone who asked too many questions was usually a bigger Pro than the con of having a witness. The US government at that time didn't consider tribals to be much more than the Native Americans encountered by Columbus, and thought they could deal with them the same way(With The FEV in place of smallpox).
Old thread, but let me offer an alternative. Frank Horrigan is a narcissist. He probably did it on a whim, figuring you were either a dumb tribal or momentarily impressed by your moxie. Either way, he's not always the most stable and rational person even if he was the loyal sword of the Enclave. In the scene at the BoS safe house he may well be operating outside of his mission and he demonstrates he'll do things just for his own sense of twisted amusement. "Seeing your body rotting on the ground will bring a smile to my face", he admits his extraoccupational enjoyment in killing, and killing on a whim. He also has an obvious flair for the dramatic; he's an idiot who thinks he's cool. He also could have just spouted dramatic words and let you go because he thought it made him badass in his own mind. In terms of the overall plot, he probably sees you as a walking corpse anyway, I doubt with the scenes he makes that he's as aware or interested in secrecy as the rest of the Enclave's operators. He may never plan to leave the Enclave, but he's possibly gone partially rogue, in that he works with his own intentions, and who is going to stop him, really?
Would be awesome if there was a remake for Fallout 1 and 2 with current gen graphics and playable in 3rd and 1st person view like Fallout 3, New Vegas and Fallout 4. Besides that it would be pretty much identical.
