Sudden Shady Sands shade out of nowhere! What's your beef with The Sands? It was the kindest city in Fallout 1 and it became the capital of the NCR in Fallout 2. Shady Sands did nothing wrong!

I don't think they are the same person, because Coop says that is not the same Moldaver he remembers. I think it is her descendant. When you get to the last episode, the coincidences never match up

They're the same person, she may not be how Coop remembers but that's because people change after 200 years and an apocalypse, Coop himself is evidence of that.
