Well not really, VHS sans’s abilities are not hacking but actually works specifically to take out hackers themselves. Like with all exe battles, the battle mainly is completely dependent on where it takes place. When its in vhs’s world, vhs has complete and utter control over its mechanics and workings, including the players character as well as the slash chara did to erase the player. On the other hand, in exe’s world, vhs while being no where near as powerful as he is in his own, still can keep up simply due to his ability to completely counter entities like exe. In other words, vhs should win let it not be for completely un accountable factors like exe’s super form and its completely unknown abilities. Also we did not see vhs’s 3rd phase, at all.

Technically VHS is just sans but he can access codes and change them to his will, he's technically weaker than dust sans but gets carried by his newfound abilities as he can grab any attack you try to throw at him like a slash (or a blaster blast for the funni to smack you with it) And don't even get me started on phase 3, he becomes a giant head and goes to your desktop destroying everything, he can literally drag you into his world just to torture you if he wants
