Thats a good question you need to ask Hamas, they are the ones who would not allow civilians to leave for safe zones, from the war zones Israel was about to attack. Israel would send fliers in Arabic and English, send broadcast over Arabic radio, and over loudspeakers for the civilians to leave.....Hamas and Islamic Jihad would shoot at them when they tried.
