man izuku have 7 quirks not 9.. cause midoriya is the 9th and all might is the 8th, and all might was also quirkless but his sensei (aka shigiraki grandma), sees potential in this man so she gave her quirks to allmight but then all might found deku and sees potential for him and all might is looking for the 9th user cause all might body is weak and old in his normal form by the stomach, then one day allmight was chasing a villain then he met izuku (when during got capture) all might him then all might learnt that izuku wanted to be a hero but he doesn't have any quirks and learnt that he was just like him, before all might have no potential for him but after deku stood up to try and save bakugou cause now all might condition has to wait for his transform cause of his injuries 6 years ago which weaken his body, while nobody not even the hero stood up for bakugou, deku was the one who stood up and trigger all might ever since then all might was impressed so he decided to train deku and be the 9th user. so in other words the 8th and 9th user (allmight & deku) is quirkless so which make it only having 7 quirks.
