We have a temporary foreign worker programs here in Canada, they come and work for a determinate amount of time and go back to Jamaica, and other country's. Turning the pandemic the boarders were closed,but farmers, fish packing plants and others still wanted the workers. Our Premier said we didn't need them because the locals would do the work, he soon found out that we wouldn't,and business got their workers.
This policy has regressed wages for entry level jobs in many areas. The concept is fine but of course businesses take advantage of it. They have no intention of hiring local and cycle through TFW over and over for minimum wage

The fish plants are unionized, and when piece work comes for small fish, the unionized workers do not want to do that work. Yes their are abuses by companies,but for the most part, it works well. Oh, by the way, I would get paid the same.
@marblackCanada in the town I was living in, Tim Hortons workers were getting $15.50 an hour. Then the temporary foreign worker program came in and it was down to $12.00 an hour. This sort of thing happens in areas where there are more jobs than people. The pressure that creates is what buoys entry level wages. Obviously this is extremely difficult for small businesses and the program was brought in to help. But it's larger corporations that have ended up taking advantage of it.

UK has got rid of a lot of foreigners since Brexit, only problem is, the majority of these foreigners were well-educated high-earning tax-payers, significant numbers of whom were working in the NHS, and hence the skills shortage in the NHS; or they were foreign workers on the minimum-wage (or less) doing jobs those born in the UK didn't and still don't want to do, such as warehouse workers and seasonal farm workers/fruit-n-veg pickers.
