WILLIAMSBURG, Brooklyn (NYPD DCPI) - On Thursday, June 28, 2018, at approximately 0310 hours, police responded to a 911 call of a motor vehicle collision involving a single vehicle and a trailer, on Johnson Avenue between Bushwick Avenue and Humbolt Street, within the confines of the 90 Precinct. Upon arrival, officers observed a 2006 Infiniti M35 sedan under a stationary construction trailer, with two occupants inside the vehicle. EMS responded to the location and transported the 29-year-old male operator to Woodhull Hospital in critical condition with severe head trauma, where he succumbed to his injuries on Monday, July 2, 2018. The vehicle's 39-year-old female passenger was also removed to Woodhull Hospital via EMS, in stable condition. There was one construction worker in the trailer at the time of the collision, a 30-year-old male, who was removed to Woodhull Hospital in stable condition with shoulder pain. Further investigation by the NYPD Highway District's Collision Investigation Squad determined the vehicle was traveling westbound on Johnson Avenue between Bushwick Avenue and Humbolt Street when it struck a stationary construction trailer which was located opposite 225 Johnson Avenue, at the location. Upon impact, the vehicle continued under the trailer before coming to a rest. There were no other vehicles involved in the incident. There are no arrests and the investigation remains ongoing.
The deceased has been identified as:
Sanchez, Esteban
29-year-old male
Humbolt Street
Brooklyn, NY

I am not from the US, but in my job I respond to collisions, too many being fatalities. Our police will cordon off a large perimeter around the scene and would never allow the general public to film the scene let along the extraction of the victim. Also, in a case such as (as it appears in the video) is clearly deceased, the victim would not be removed from the vehicle until the coroner has attended the scene to take notes on the situation and declare the victim deceased. I’m not criticizing, I’m just amazed by the different approach in different countries. As a person that deals with these situations far too often, I am not t(rilled to see this posted online or see the victims licence plate being shown in the video. Just my two cents.,
@jasonwhitaker4883

Gordon Start we are way behind in the times with the data in workable traumatic arrests in the USA! A medic should have put an monitor on the patient and if it shows an asystole then call it. I would have been in the phone with medical control advising of an traumatic arrest with prolong extrication and no access to pt for care! My last traumatic arrest the FD said we had to do it for show. Sorry if there isn’t a trauma surgeon onsite to perform an emergency thoracotomy or an trauma hospital across the street then it’s pretty pointless with the data available to work it! Plus you still get the adrenaline junkies and out dated protocols!

Yes in the US members of the press have a lot of rights afforded by the Constitution. It may not make sense in all situations, but the purpose is so that the government can't pick and choose when to interfere with their ability to report the truth. Our Supreme Court has ruled that transparency and being able to film public officials when they are on duty are important tenets of the First Amendment. Again, it may not make sense in all situations but in the grand scheme of things, it's good that our press is 100% free of government interference. That being said, we can certainly move them back if there is a safety issue or if they're interfering with the operation or the integrity of evidence but we rarely kick them out just because we don't want them to film. The general public is usually kept outside of emergency scene tape but in New York City bona fide members of the press are allowed to cross fire lines and emergency scene tape as long as they have a valid press pass and they let the scene commander know their intentions. They still have to follow orders but they are given a lot of freedom. As far as the victim being clearly deceased, I agree that I wouldn't have taken him out and started CPR. From the limited information I have from the video, I most likely would have contacted medical control and received permission to call it. That being said, it is a judgment call and I wasn't there on scene to see the extent of his injuries, feel when he lost a pulse, or how long he was or wasn't breathing, conscious, etc. With modern day resuscitation techniques it's not a bad idea to at least try if you see any signs of life. Worst case scenario they just wasted a little bit of their time and took the dead guy for a ride to the hospital but they really didn't make his situation any worse. Yes, as a retired member of the police department I'm not in love with the fact that they moved the body from a crime scene but if it's because they tried to save someone's life, I can live with that. The FDNY are one of the most professional and highly trained agencies in the world. Cities around the world consult them on their rescue techniques and response to serious incidents. So being that I wasn't on scene with them I'm going to assume that they know or saw something that I'm not aware of from just watching a video at home after the fact.

The amount of personnel on scene is for different tasks and responsibilities for different people. For instance, they need cops to block off traffic, crowd control, and to be available if anything happens or anyone needs to be arrested. For all they know, this could have been a murder and the person could come back and start shooting again. In addition, the Highway officers (the ones with the high boots and the stripe down the side of their pants) along with their supervisor and Collision Investigation Squad detectives are dispatched to conduct the investigation if anyone is likely to die. They all have much more training and experience than a regular precinct unit when it comes to accident investigation, evidence collection, and things like determining impairment or if any laws are broken. If you listen to our radio scanner, you'll hear the dispatcher asking if anyone is "likely" which means "are they likely to die?", so they know whether or not to dispatch Collision Investigation Squad detectives. The NYPD Emergency Service Unit is usually dispatched to bad accidents because they have additional equipment and medical training, along with things that can help with investigating the scene. FDNY EMS sends however many ambulances are needed for the amount of patients and sometimes an additional ambulance or Conditions car (paramedic supervisor unit) for additional hands when the patient is critical or is in cardiac arrest. They are normally standing by until the patient is extricated. They may also send Rescue Medics who are specially trained and equipped to provide medical care in confined spaces and unstable environments. In addition, the fire department sends an engine company (the fire truck that sprays water) to all motor vehicle crashes in case of a fire or fuel spill. They also send a ladder company (no water but they're the guys with all the tools, cutters, spreaders, and pry bars) to assist in making the scene and vehicle stable and safe, along with extricating and cutting the patient out of the car. If the accident is bad enough or the extrication is complicated enough, they may also dispatch that borough's Heavy Rescue truck, the area's Battalion Chief, and the Rescue Battalion. That leaves us with a lot of people on scene ready to work if needed. They're not just hanging out as spectators though. Different people have different specialized training, equipment, and responsibilities and there is no way to know who will have to perform their function at the drop of a hat, so they all have to be there ready to go. You are correct in that we do try to block the view of people who are trying to film a dead body or gory scene. You're right that it is ridiculously disrespectful to the deceased and their family and if we can have a few guys stand in the way, their shot might just "accidentally" get ruined.

I used to think instant death might equate to decapitation. But I did learn about that & why the driver has less chance of surviving a major car crash. The steering column collapses and slams nearly through their chest. But it breaks the sternum, the chest & abdomen hemoraghe blood quickly, organs can be split open like the liver or spleen, and then asphysiation. (sorry about bad spelling). Very sad and scary at the same time.

They dispatch that many fireman because they never know how much man power they will need to extricate someone or more than one . For instance ... if they use a saw to cut the entire top off of a car or even a heavier vehicle..the last thing they need to do at that moment is have to make a call for more help to lift the top off. They will already have all the manpower they need on the scene. It may appear that theres just a bunch of men standing around doing nothing, but when they're needed ,,, its a God send... It's better to have too many on the scene , than not enough even if they never end up needing them.

@TexasLadyS
@TexasLadyS 5 лет назад
Susan Elder not true. I’ve been alive in the wreckage of a vehicle and too many people on scene just get in the way. It only takes four guys to cut a car apart, four cops to secure the scene and one ambulance, helicopter or coroner’s vehicle to transport the injured or dead. This amount of people working a scene is, pardon the term, overkill. If they send this many firefighters and cops to a single vehicle collision with one victim, how many do they send to a house fire? 50? 60? This is just ridiculous.
@dickgoezinyah
@dickgoezinyah 5 лет назад
Here we do a lot of extensive, highly specialized training for specific functions. Instead of having generalist firefighters who are just okay at everything like where you probably come from, here in the city we want firefighters who are absolute experts at the one aspect they're performing. This is why the FDNY has one of the highest rates of successful resuscitation in the world. It's also why our guys serve as instructors in state fire academies and in training the firemen where you come from, because their level of training and experience in that one aspect is so high beyond anything anywhere else. If I was injured, I want want the absolute best specialists performing each individual function, rather than a couple "jack of all trades master of none" type of guys doing everything. Again, people's lives are on the line and the FDNY has the track record and statistics to prove why their way is better.

You're not much of a Physics guy, huh? What happens to an unstable trailer that has had some of its supports knocked out by a vehicle and is now front heavy and hanging over the car when you start to pull out whatever is helping stabilize it and hold it up? Never mind the fact that you never, ever move a vehicle with a victim in it because if he isn't dead when you start moving it, he'll probably be dead after.
