So Ibuki was summoned by Yasuhiro to be his servant and trump card…boy that was a colossal mistake on his part.

It seems like Yasuhiro wished for Ibuki Douji to return by using the given Holy Grail. But instead of Ruler, she was summoned in a different class container this time. That would explain on why Ibuki Douji in the ending scene looks like her 3rd ascension Saber form.

I think that unlocking Ibuki is pretty straightforward. My guess is you have to clear Saber's story and Caster's story (which is the current video you see here).
