I personally believe that Paimon is not the Primordial One or even the Sustainer, but rather a creation of the Sustainer or the Unknown God. The Sustainer created Paimon and sent her down to Teyvat so Paimon can keep an eye on the Traveler while keeping up the facade of her being a companion
