As the head of the DHS put it "proactive arrest", meaning before a crime takes place which is unconstitutional and illegal. The multiple statements and broadcast from local news and residents make it abundantly clear that the majority of the protest are peaceful. In fact protest were slowing down in the city before they were sent in and escalated the situation.

@Allan Gregory what is undercover law enforcement good for with their vehicles being marked? Obviously they have their kits on, they have a unmarked van with tinted windows so they can actually drive through the area without their vehicle getting surrounded. For this instance, they are using this for protection. That is what I would assume why they did that regarding the situation in the area.
