I think it's actually been painted or replaced because you can see the sun brightening the black when it faces to the left, and you also can't see the motor inside.
The reason it rotates that fast is that they used a Thunderbolt rotator in the first series of 2001 (mostly roundback). If you didn't know, the Thunderbolt's rotating speed is adjustable, from 2 to 8 rpm. Guess this was set to the max
it sint that big a deal is it? its rotating still aint it? the srn in my school district is reverse wired. the srn in my hometown is reverse wired. the srn next to the dollar general a mile away is also reverse wired. reverse wired srns aint uncommon
