I had a 61---64---67 Devilles, all with these skirts....scraped hands many times to clean behind them....I never wanted to remove them...lucky I never had a flat tire.....
albymangled yeah sorry about that. I drew the short straw and have a neurological condition that makes my hands shake. But knowing that, I should probably make more use of the tripod!
So do all 68 Deville have options to put fender skirts? I'm looking at a 68 Deville and it doesn't have them on it from the pics and vids. I can't psychically see the car Edit: Now that I look at the pics I think it does for some reason I thought the skirt covered more of the wheel..Like half of it

Chicago1, yeah it looks like that one had them and either they trimmed off the lip that the skirt lays on or they just painted it and you can’t really see the detail in the pic. Hang on, I’ll get you a pic of mine with no skirt
Chicago1, I can’t figure out how to attach a pic, but I looked closer and it appears that they faired in the fender to omit the skirt. Just make sure it’s good sheet metal work and not just bondo-ed up
The Talk of Texas as I recall, you can get to them with the door panel off and the window up. I cant remember exactly but I think they are little metal clips you can squeeze together and push out of the hole.
