Not much of a story, in the older FIFAs OVRs were all over the place and also prior to Potential being a thing hyped players would get inflated ratings instead (like Brighi, the highest rated player in 03 with 97 OVR as he was said to be the next big thing IRL, nowadays he'd just be a silver with crazy high potential).
