We are constantly advised of budgets for things like NHI and other big plans. We are also told of the billions that have been provided as quarantined for failed SOEs and that need to be pumped into these entities as grants. There is no mention of the funds needed to fix collapsed municipal infrastructure and for the massive debts being carried by ANC controlled municipalities. Service delivery takes place at municipal level and government seem to be turning a blind eye to the amount of money needed to fix infrastructure and to hire competent staff (not cadres) before this can happen.
