Straight forward fight: Shiva is weak to fire magic. Stack fire resist and do your best with fire damage.
Red XIII, Matt and Zack work very well together against shiva EX1. I am trying similar setup with more fire resist agaist EX2 but I am not sure it will be possible without Zack's weapon minimum at OB6. The difficulty of EX2 is similar to Bahamut EX2 when it first dropped.

is it plausible to use Cloud if you don't have Zack's weapon like that?

if you can break her ice cage with your other characters, cloud can do damage while she's stunned . otherwise, physical fire will no do anything while the cage is up
