That is why there is a Deputy AG, a number of Assistant AG's, and a number of Bureau Chiefs. So Garland can be free to take care of the politics part of the job, and these subordinates can assist running the agency. Sure the buck stops at his desk, but these agencies run this way. I stayed the same thing when they attacked the FBI Director. They have FBI field offices all over the Country, and in DC they have all kinds of Supervisors who run things. They keep the Director in the loop so they don't get embarrassed, but for the most part, they simply must delegate responsibilities, to subordinates to make the vital day to day decisions.

But being in a leadership position means you must also track everything your department heads do vs the outcomes of those actions, if you fail at maintaining that cohesion between your goals and the output of the department heads, then you have failed at your job. There is no leadership structure if the leader can't control their subordinates.
