I just read an article on building a design system and the word components was used. In React components have a specific meaning. Are you designers referring to that or something else?

Yes, exactly. Designers are referring to "components" such as React, Material3, etc.

This is explaining how to design. Not code a website. You can use inspect mode to see the colors or values used. And apply them.
