Plot speed with fast characters always drives me crazy. One of the reasons the flash is so frustrating. He can move/think so quickly that he can basically stop time for hours and run around the city while everyone is frozen...But a villain throws down a smoke bomb and runs out of a door and "oh no, they got away, its not like I could search every inch of this entire city before this villain could even make it out of the front door of this building. Oh darn"

We don’t know the context of either scene. I could easily see this movie following the obvious trope that he loses his speed at some point, hence why he’s helpless and hiding. And I bet at the end when he’s all bullet time it’s because he’s undergone some kind of super charge.
