It's definitely more complicated and impressive than most but It makes sense the more you think about it. Single shot tubes are open on one end and the bottom is closed with the clay plug so its gonna be the heavy end and sink. I assume it's also got to have something to help flotation but that would also be pretty easy to solve as well.

We used to take large rockets in the 90's and light them and let them shoot and explode underwater while on the boat. Its so pretty

They used alot of these at the last 4th. They always do them on the lake off a barge and they finally got a crew in that knew about these and they were able to do some cool stuff by shooting crap loads of these off for added affects.. it really changed the show doing that and im sure it will be a staple from now on..
