It's an awesome feat of engineering that took into account how it may impact the environment around it. Plus, it was mostly built with Filipino workers! Super stoked about this one!

Hi I’m in the UK , this bridge is similar to one built where I live . However your bridge is on a much grander scale and the views are awesome . It’s hard to understand why the Philippines is considered a 3rd world country when you see engineering projects like this . Philippines is awesome

The CCLEX is a PUBLIC-PRIVATE-partnership (PPP) project initiated by the local governments of Cebu City and the Municipality of Cordova, together with the Metro Pacific Tollways Development Corporation (MPTDC) led by its Chairman, Mr. Manuel ‘Manny’ Pangilinan. Ownership of CCLEX will return to municipality of Cordova after 35 years. It is still considered a gov’t project in partnership with private sector.

Finally! The statement in 6:10 was kind of confusing tbh. Let's not disregard the effort our gov't put on this bridge. Hope macorrect yun. I was convinced it was not a project of the gov't. Had to ask someone in tiktok and they kindly educated me and that's the first time I heard of PPP. Very informative. Thanks!

@J0L MR Ang nakakatawa sa issue na ito ay mga educated pa mandin kuno na Cebuano ang maingay. Eh mga ignorante pala, ni di alam kung ano ibig sabihin ng PPP at BBB. BBB simply means the program of infrastructures of the President. BBB is financed in 3 ways: 1) ODA, 2) PPP, 3) Grants in Aid. The main ignorance in Cebu is that only ODA projects are included in BBB. BBB includes all the ODA, PPP & Grants projects. PPP is just a method of financing public infra, it will be paid by the people in terms of toll & ODA is paid by taxes. Grants are obviously free, like the BBB projects Binondo-Intramuros Bridge & Estrella-Pantaleon Bridge which were given free by China Aid. CCLEX is the first PPP Expressway in Cebu so the Cebuanos are not familiar with it & sinamantala ang ignorance nila ng political provocateurs. In Luzon, all the expressways were financed PPP but we already know all of them require the APPROVAL of the SITTING PRESIDENT. If the incumbent President doesn't agree with it, he can disapprove it (even stop it if it has already began construction like what Aquino did in the Philrail train to Bicol) & not include it in the list of public infra that is allowed to be constructed. Duterte is the reason why CCLEX was built because he included it in his BBB program

You are correct, it is a private group but the project was initiated by the government, without the government, that project won't be there. That is part of the Build Build Build of this admin.

@Abby Cacho....Not a chance in a foreseeable future while we continue to have a corrupt government. Cebu and Cordova are only able to have this CCLEX built because of their own effort by seeking partnership with private investor. Cebu has been clamoring for 2 more bridges in addition to the 2 existing bridges but the national government continued to ignore Cebu and continued to focus on Metro Manila region and select provinces around Metro Manila area. When MPIC submitted its unsolicited proposal to both Cebu City and Cordova councils in August 2014, the latter two readily and thoroughly studied it and, in no time, unanimously approved it after a year. By August 2015, the two councils formally placed the unsolicited proposal of MPIC to a Swiss Challenge for 6 months to allow other interested investors to submit their own proposals as counteroffer to MPIC. Having none, the two councils awarded the project to MPIC and by January 2016, they broke ground. CCLEX is done fast because it's a local PPP project. All the planned projects for Cebu as promised by Villar and Tugade in 2017 were never started. For 6 years, Duterte has no major projects in Cebu and failed the Cebuanos big time.

"Currently one of the largest infrastructure projects in the country, CCLEX is being implemented by the Cebu Cordova Link Expressway Corporation (CCLEC) under a joint venture agreement with the City of Cebu and Municipality of Cordova." - CCLEX website Negotiations for the project started in 2014 under the Aquino Government, while its construction started in 2017 under the Duterte Government. It's a public-private partnership project proposed by former Cordova Mayor Adelino Sitoy (RIP) who - for 35 years - longed to have that bridge built. Mayor Sitoy later served as Presidential Legislative Liaison Office (PLLO) Secretary from September 2016 to April 2021.

All Public-Private Partnership (PPP) projects that encompasses many local government jurisdictions like the Luzon expressways & CCLEX needs the approval of the NEDA & the President. It was recommended by MVP Pangilinan to Aquino but he didn't approve it. However, Duterte gave permission for its construction when he included it as one of the flagship projects of Build Build Build

Also, the project's proponent served as Mayor Duterte's PLLO Secretary. Ibig sabihin, kaalyado nya. At malamang, he recognized that the bridge will benefit many Cebuanos.

@Redmond Alib You just have a malicious mind. A PPP approved by the NEDA & the President should be included in the program of infrastructure of an administration to be permitted to be constructed. Aquino didn't include it so it was not constructed. But CCLEX was included in the program of Duterte so, as we now see, it was constructed. It just so happened that the infra program of Duterte had a name & it was called "Build Build Build". Ergo, CCLEX was constructed because it became part of the program for infrastructure of the Duterte government which was called "Build Build Build"

That bridge is supposed to be funded by China. But knowing that China is attaching strings to its project in PH, I highly doubt it would push through. If this would be thru PPP or Japan-funded, most likely it will materialize.

This is publicly available data. It should be basic to do your own research who to credit it for. IT'S NOT THANKS TO BBB NOR DUTERTE/VILLAR A fact-check report by VERA Files showed that Cebu news outlets reported on a proposal by Metro Pacific Tollways Corporation (MPTC) - aka the same company that operates NLEX, Cavitex, and SCTEX - to build a bridge linking Cebu City and Cordova in 2014, which was then under review by a joint venture selection committee between the two local government units. In January 2016, an award notice was granted to MPTC “for the financing, design, construction, implementation, operation and maintenance” of the 8.25-kilometer Cebu-Cordova Bridge. Davao City mayor Rodrigo Duterte won the 2016 presidential elections on May 9, and took his oath of office on June 30 of the same year. Villar took office as DPWH secretary in August 2016, while the Duterte administration’s “Build, Build, Build” program was launched in April 2017. Duterte attended the CCLEX’s groundbreaking ceremony in March 2017.

@@milomilo417 a minor correction to your post. 1. That greenlight (approval of sitting president) has been granted when the final award of contract was given (Jan of 2016 - Notice of award cannot be given without the signature of the President for big projects such as this). After that, it's just a matter of WHEN the project will start NOT IF. 2. Yes, the next president can SCRAP the previous award if he cites irregularization in the bidding process (bribery). Options after are to either stop the build (hold - pending review), cancel it, or rebid. Options which Duterte did not exercise. Which could only mean there is no corruption or irregularities seen in the bidding process of CCLEX. 3. Duterte can still forcibly stop the build if he wants, he's the president ffs. But who would that hurt? Us. Our business reliability. If we can't be trusted by private entities with their hard earned cash, why the hell would they? Especially if the project underwent complete and thorough review and bidding hence the reason why it took so long before it started.

@Jonn Marvy Santamaria Hindi importante kung may in-approved si Aquino. Nung hindi na sya Presidente, wala nang bisa pinirmahan nya kung di komporme ang sitting President. Yong Philrail na inaprubahan ni Arroyo at nagsimula nang gawin ay nakansela pa ni Aquino, paano pa ang CCLEX na ni isang pala ng semento, di pa nagsisimula? Bakit di sya pwedeng ipatigil ni Duterte kung di nya I-approve? Presidente si Duterte, hindi yong may-ari ng Metro Pacific, at di na rin si Aquino. I think it's clear. The President could have canceled that project if he decided to disapprove it just like Aquino canceling a major project already under construction. Duterte is the reason why CCLEX was built because he included it in his BBB program

Hindi ka nakikipag kontrata sa presidente, sa republika ka ng Pilipinas nakakikipag kontrata. Dermocratic Republic tayo sir. Contracts agreed by the previous government are NORMALLY continued by the next admin KUNG WALANG IRREGULARITIES like what I said, bribery or failure of bidding. Kaya nga may transition period pa AFTER umupo ng next admin kasi mag eendorse ka pa ng mga items na nasa bucket mo. Anong klaseng argument yan sinsabi mong walang bisa ang pira ni Aquino. Nag research ka ba talaga? Alam mo ba kung bakit may procurement service? Kung bakit may bidding, kung bakit multiyear and mga infra projects? Kulang na kulang ka.

@John Marvy Santamaria You're clutching at straws. I just mentioned Aquino canceled the Philrail which was approved by Arroyo & had actually already started construction. What would stop Duterte doing the same thing with CCLEX or any project for that matter? He can pretend to review anything then say he found corruption so he must protect the public welfare. Youre just belittling the power of the President just to soothe your exposed ignorance. Any public infra projects need the approval of the sitting President to begin construction. Even as the private partners build, operate and maintain the project, ownership remains with the government" Sa gobyerno yan, may right lang na maningil ang MPTC ng toll for a period then balik sa gobyerno pag walang extension Read Article 420 of the New Civil Code - bridges are properties of public dominion. Bridges cannot be owned privately! Private entities only come in for financing

As a fellow Cebuano, I am so proud that this grand infrastructure has been built. This is world-class. I am currently working outside Cebu and just last week I went home and I got to witness this bridge for the first time. I took pictures and I was really amazed and all I could say was "WOW" until it's gone from my sight. I can't help but to be a tourist in my own home. Kudos to everybody who made this amazing project possible and feasible. This is something all Cebuanos must be proud of. Kudos!!!!

Para talagang HK ang Cebu..a port city, mountainous area and nice skyline pero yun lang mainit at ang traffic grabee. This bridge is a very welcome addition to decongest traffic..would be nice to visit Cebu again just to pass through it.

It's a public-private partnership project proposed by former Cordova Mayor Adelino Sitoy (RIP) who - for 35 years - longed to have that bridge built. Mayor Sitoy later served as Presidential Legislative Liaison Office (PLLO) Secretary from September 2016 to April 2021.

I think what's making the fuss online is that there are some who thought that CCLEX is part of the highlighted infrastructures in 3B when it isn't... but there was no part in the video at all where he discredited the government naman... the claim, "this is a private owned project" is still valid although by understanding how PPP works, people should already be aware that the government also owns this, it's just that the private sector is the major shareholder at this point in time... of course, this video is a feature type, just like other vids uploaded in his channel, so kay MPTC naka highlight yung contributions, particularly sa technical and engineering works and consultation...

which is why I believe this is a challenge for people in this field to feature certain projects and their nature as simple and as whole as possible because the general public is really a wide variety that sometimes ina-assume na ng person in that field na alam na ng public ito yung mga dapat common knowledge kumbaga in eng'g sense, for example... besides hindi naman ito documentary, like I said in a separate comment, it's a feature although it isn't perfect in all sense but who knows baka may follow up naman ito soon...

@Catherine Joy Briones Public infra has become big business in recent years & as long as the government makes sure all the details & operations are in order, it's okay so as to release more funds for social programs. San Miguel has overtaken Metro Pacific recently with its new projects like the New Bulacan International Airport & PAREX, & it seems there is rivalry because the recent bad publicity of one is attributed by the grapevine to the machinations of the other. The pie is large so they should be cool.

@ACEs_eej Hindi importante kung may in-approved si Aquino. Nung hindi na sya Presidente, wala nang bisa pinirmahan nya kung di komporme ang sitting President. Yong Philrail na inaprubahan ni Arroyo at nagsimula nang gawin ay nakansela pa ni Aquino, paano pa ang CCLEX na ni isang pala ng semento, di pa nagsisimula? Bakit di sya pwedeng ipatigil ni Duterte kung di nya I-approve? Presidente si Duterte, hindi yong may-ari ng Metro Pacific, at di na rin si Aquino. I think it's clear. The President could have canceled that project if he decided to disapprove it just like Aquino canceling a major project already under construction. Nindot ang design sa bridge but inig abot sa cordova/lapu2. Ang kalsada is SINGLE LANE ONLY! Kayamukat agi sa traffic ani ron. Traffic na gani ron wala pay face to face class and many are WFH set up pa. Nag tika daghan ang subdivision and home owners sa island with their own private vehicles pero ang kalsada is still the same. Good luck Lapulapu/Cordova.

FYI LANG: the CCLEX is an infrastructure development that started under the administration of then-president Benigno “Noynoy” Aquino III and continued by current Pres. Rody Duterte. The Metro Pacific Tollways Corporation proposed the project in 2014 under a joint venture agreement and public-private partnership project with the local government units of Cebu City and the municipality of Cordova.

WOW! At least Cebu is having a expressway already since it is considered as the most traffic city in the Philippines. For how many year of hoping that Cebu will be having a expressway, there is now 1 gonna open but there is actually another expressway underconstruct called "Metro Cebu Expressway". Kudos MPTC and Duterte Admin for building this bridge! Thank you too Slater Young for showcasing this expressway! Actually the name is kinda confusing since there is another expressway called CLLEX that connect Tarlac to Cabanatuan and San Jose and the name is kinda similar to this CLLEX and CCLEX hehehe.

Yes this goes through National govt because it's a major road infrastructure, but fact is this was not funded using taxpayers' money and was built , designed, and funded by a private company and they (along with the architects and engineers) should get the credit for the construction, not the government. That's like thanking the government for building a shopping mall.

That's correct. Many Cebuanos who were scammed by Duterte in 2016 really believed that CCLEX is a national government project. They don't know that Duterte has no major project in Cebu since 2016. That's why it's very important that big social media influencers or vloggers/influencers like Slater, would, at least, make a video to correct these misinformation about CCLEX. Even the Nustar Resort, the New Carbon Public Market redevelopment, among others, were reportedly credited to Duterte.

Didn't I say over and over again that CCLEX is PURE LOCAL PPP PROJECT and it didn't need the approval from the national government? CCLEX is a joint venture of Cebu City and Cordova in partnership with MPIC. CCLEX only went through the councils and mayor of Cebu City and Cordova for approval because it's a local project. CCLEX IS THE FIRST LOCAL PPP PROJECT IN THE PHILIPPINES.

Project by DPWH na awarded to Metro Pacific Tollways Corporation para service contract/owner. Then MPTC will look for EPC offshore & onshore contractor to start the project. Still, project initiated by the government (DPWH) under PNoy and PRRD. Correct me if I’m wrong. 🙃

@@onearcher28 Pinks? Youre delusional. Most claims came from the DDS/Apologist and Villar fanatics. The project was Planned and Approved by the Aqunio Admin. So saying na di matutuloy to w/o the current Admin is right pero that would be unconstitutional as it was already awarded the right to build.

I mentioned Adelino because he also deserve to be mentioned. I’m just really happy na his request is now standing but it’s sad he’s not able to see it anymore. Na approved man ng mga aquinos, ang importante is - it was put to work by the current & it was approved by the past administration. And at the end of the day, it is our country & Cebu’s success. It sucks that we Filipinos are so trapped with that same mentality na “it’s the aquinos, oh it’s the duterte’s” like it’s getting annoying already ☹️

@Eyyjey xcx it's not unconstitutional if the current administration canceled it as you ignorantly claimed. Hindi importante kung may in-approved si Aquino. Nung hindi na sya Presidente, wala nang bisa pinirmahan nya kung di komporme ang sitting President. Yong Philrail na inaprubahan ni Arroyo at nagsimula nang gawin ay nakansela pa ni Aquino, paano pa ang CCLEX na ni isang pala ng semento, di pa nagsisimula? Bakit di sya pwedeng ipatigil ni Duterte kung di nya I-approve? Presidente si Duterte, hindi yong may-ari ng Metro Pacific, at di na rin si Aquino. I think it's clear. The President could have canceled that project if he decided to disapprove it just like Aquino canceling a major project already under construction. Duterte is the reason why CCLEX was built because he included it in his BBB program

it becomes annoying coz national government has nothing to do with this project! Just make it simple credit only goes to Adelino Sitoy, Cebu city LGU and most of all the private company who financed and building this 30B bridge..

The topography of Cebu is like Hong Kong because they are both mountainous. The only difference is that the Island in front of Cebu City, which is Mactan Island, is all flat lands unlike Hong Kong, they are mountainous.

Ang nakakatawa sa issue na ito ay mga educated pa mandin kuno na Cebuano ang maingay sa issue na to. Eh mga ignorante pala, ni di alam kung ano ibig sabihin ng PPP at BBB. BBB simply means the program of infrastructures of the President. BBB is financed in 3 ways: 1) ODA, 2) PPP, 3) Grants in Aid. The main ignorance in Cebu is that only ODA projects are included in BBB. BBB includes all the ODA, PPP & Grants projects. PPP is just a method of financing public infra, it will be paid by the people in terms of toll & ODA is paid by taxes. Grants are obviously free, like the BBB projects Binondo-Intramuros Bridge & Estrella-Pantaleon Bridge which were given free by China Aid. CCLEX is the first PPP Expressway in Cebu so the Cebuanos are not familiar with it & sinamantala ang ignorance nila ng political provocateurs. In Luzon, all the expressways were financed PPP but we already know all of them require the APPROVAL of the SITTING PRESIDENT. If the incumbent President doesn't agree with it, he can disapprove it (even stop it if it has already began construction like what Aquino did in the Philrail train to Bicol) & not include it in the list of public infra that is allowed to be constructed. Duterte is the reason why CCLEX was built because he included it in his BBB program

there was a crucial detail that wasn't included on this VLOG to avoid misinformation For the record - public private partnerships operate under a concession agreement - a contract that gives a company the right to operate a specific business within a government’s jurisdiction. Once the duration of the concession has ended - control (including operations and maintenance) of the infrastructure reverts back to the State. Are PPP’s privately owned? NO.
