I'm assuming you've never done a weight cut, because if you had, you would know that losing those last 3 pounds at the end of a camp is 10x harder than the 20 pounds that came before. Those last 3 pounds are everything you have, and they lead to people passing out on the scale sometimes. I still think Ryan wins, I think everyone hopped off the hype train because of one loss to Tank (and everyone loses to Tank), but the three pounds matter.
Three extra pounds is not going to make that big a difference. Especially, when Haney is notorious for being a weight bully after he rehydrates. Garcia just gave him a taste of his own medicine. Made it look easy. Haney should have lost the Lomachenko fight. Haney was much bigger than Loma. It looked like a super welterweight against a flyweight, yet Loma pushed him around most of the fight.

Haney was not ''clearly the smaller guy'' he rehydrates up to 165 pounds and Ryan was 155-160 which is much heavier than he usually is. Haney fans are the last fans on the planet who should be making size excuses when he's literally never fought anyone close to his size. He weighed 9lbs more for his 140 debut than career 140 pounder Prograis weighed against him and Prograis is a big 140 pounder. Where was all the talk about size when Haney weighed 20lbs more than Lomachenko with a six inch reach advantage and a 36 hour weigh in? Not sure Devin can bounce back from that. Should have been stopped when he was crawling in the canvas. He was out. Seriously hurt. He was stumbling after that fight. He got damaged in there.
