Some guys don’t like being called “Oppa”, it is also a very light for of flirtation from the girl to the guy. But some guys like it.
It is NOT a light flirtation. Sisters call their brothers 'oppa' just as much as friends will. It's literally the same as 'hyung', stop trying to sexualize honorifics.

And I call my older guy friends “oppa”, just like how my younger guy friends call me “noona”. I also call my boyfriend “oppa”, because he is older than me, not because I’m calling him “daddy”. If it meant “daddy”, would I really be calling him that publicly and calling my blood brothers that too? Only people in the west like to make this normal, everyday used word into a sexual meaning. It’s disgusting. The only meaning for “oppa” is an older guy you are close to, blood related or not. Your original comment is also wrong for “noona”. Noona is used by men to their older sisters or older girlfriends. It’s basically the opposite of “oppa”.
