I don't think there are any options for non-residents to fish without a rod - residents can participate in subsistence with dipnets and fishwheels. You can read the regulations at adfg.alaska.gov 🙃

You can Google the massive amount of federal spending that gets sent to Alaska and other areas to clean up toxic biohazards in our waterways caused directly by military.
