from the type of question i assume you're new to this, but here's a simple explanation 1-Offest is how much the wheel sticks out from it's center, this is usually imprinted on the rims with "ET" prepended to the offset value Ex: ET45, ET40, etc.. 2-To make the tyre stick out, you firstly pick rims with a nice offset that sticks out, you can also add offset manually by adding wheel spacers, which are made for this purpose ! (to make wheels stick out as needed).

Hey great Mk4. looking to go low myself but i have a few questions on your fitment. I know the type of rim,offset,and tire size. I guess my real question is did you have to anything special to have these fit to your hub? or they just bolt right on? also did you have to roll out your fenders as well. My next questions is what type suspension do you have on this MK4? i was thinking of going an H&R Cup kit with a 1.5" drop. get back to me soon please.
