For me it worked only after resetting network adapter: "To reset the Network Adapter, you have to press “Windows + R” and then type in ‘cmd’ to open the Command prompt and later select “Run it as Administrator“. Next, you have to Type-in “netsh Winsock reset” and press enter. Finally, restart the PC."

For anyone still on this issue. I did every single imaginable fix I could find on the internet regarsing this, and nothing worked. Nvidia customer support couldn't even do it, and said if I touched the registry then they can't help or will continue to help. I ended up reinstalling windows, which cleaned out my PC quite a bit, and fixed this issue at last! Last resort, but worked.

Also, if you have Razer Cortex installed, it might be blocking nvidia services to improve gaming performance. Check optimization settings, close, or uninstall it to test.

Since 2021 I am struggling how to fix this problem then after seeing this video. It works 100%. Well there are some things that i have to find like the Nvdia things because it was separate but over all this one works.
