I took carbs apart 3rd time and checked float levels and operation. Using my best diagnosis available (connected fuel hose and blew into the other to see what was leaking) a little soapy water and it was clear that the aluminum gasket under the float needle seat was leaking. Tightened it up and retested, problem fixed! This video is the start and run after I had cleared the intake from raw fuel that had dripped down.
