and you're right, that's a red light. you're supposed to come to a complete stop before proceeding with caution here too. there's just one major caveat to the us: we have rules, but nobody is ever bothered enough to care about them.

Also, unlike some other states, Idaho law prohibits turns on red when a red arrow is shown (Idaho Statutes §49-802(3)(c)).
