@Matt Joseph it doesnt matter if you reestablish yourself. The ball has to be touched by someone else before you touch it. In college if you are forced out you can catch it if you reestablish yourself.

Illegal touching is committed when a kicking team member merely touches the punt before a receiving team member touches it. It has nothing to do with him going out of bounds. The receiving team's touching is always legal. Your thinking of an illegal touch pass man.
