Let contractors consider how to make water just accumulate in concrete covered drains that have stagnant water that is not flowing because the ground is too flat. I suggest they build drainages especially covered ones, like soak-away tanks so water can also gradually soakaway via the base and the walls of the drainage.

If they are blocking drainages with trash, there must be flooding on the roads. Those people doing that are not helping matters.
