Seeing the military blockades and the damage to the roads, I would say Either the east coast suffered a large earthquake and the area was deemed uninhabitable by the military and evacuated, or there was a Civil War and both sides block off the damaged battle grounds. Seeing you escape an apocalyptic flood like this on the coastline by yourself really reminds me of what Sosukes mother, Risa/Lisa tried to do in the anime movie Ponyo.

large earth quake seems not because the silo and houses in the city are still standing maybe zombie virus will do because its connects all the info such as building a wall and broken bridge i think military is trying to stop the spreading the virus.

By looking at the rubble in the map I would say zombie apocalypse but that is always the case so, maybe there was radiation leak or maybe there was a virus in the area that made the area inhabitable

No, that's a different map. The one in this video is called "A New East Coast", you can only download it off the forums, it isn't in the repository.

hey did you have any trouble installing the east coast mod and if not how did you go ab installing it because i put it into my mod folder but its not being read as its not showing up in beamng's mod manager section or is it showing up in the maps section
