It is made in China, but I believed it was still a Fluke. Though I could be wrong, I did find it on the Fluke website and they mentioned the possible manual language issue.

I really do apologize, I increase the speed of all my videos only 15% to appease some who have commented that I talk too slow. I did not intent to misrepresent the speed of the meter, since I was only concerned with it's accuracy. Accuracy has always been my link-pin when using a meter, and this one did not disappoint me. If you would like, I could make a short leaving the speed 'as is', just let me know which components you would like me to retest without time modifications. I could probably get three in within the 1-minute time limit for a Short.
It appears to be mostly that the + has a larger LCD screen. Reading the two specification sheet, it's somewhat quite to determine for sure, however the + may have slight more AC voltage measurement accuracy as well (1% vs. 3%).
The 15B+ is the latest model with one additional scale added. It shouldn't make a difference for most people if they gt a really good price on the 15B. I happened to get the 15B+, but I would have gone for the 15B if I save 20% on it - however, when I was shopping I would have saved on about 3%, so I said 'what the heck'?
I am not really familiar with that unit. Did you see any reviews or comparisons between that unit and the Fluke I reviewed? I honestly can say that Fluke equipment has always served me very well, and have been very accurate?
