On the first floor was the dinning room, used to get a really good cheap meal there. In the basement was the bathrooms, you could shave and shower down there.

Stations the world over are landmarks (ever heard of Grand Central in New York, Victoria Station in London, Union Station in Chicago etc). The clocks at Flinders Street station are a landmark in themselves ! Your observation is a peculiar one....
