If this really did happen Barbara Honegger, Assistant to the Chief Domestic Policy Adviser to the President, would be the source from the meeting. The quote would be from ClA Director W. Casey during the early February 1981 meeting of the newly elected Republican President Ronald Reagan with his new cabinet secretaries, to report to him on what they had learned about their agencies in the first couple of weeks of the administration. There is no other documentation of what was said that I have found. Opinions vary that it is real, it isn't real, or that it is out of context.
