You should do a combination of this and city camo where the bad guys get in 'normal' cars (they can have power mods, but no visual stuff) and they are released into the city. Then the cops go out and hunt them down in their built cop cars. Instead of in city camo where you just call it out you would 'engage your sirens' and then chase them down. The bad guys then run and are out when the cop(s) completely stop their car. You could turn sim damage on if you want for the realistic effect.
