In my uni days, this was played over speakers whenever the president of our Students Union made a speech. (I was at a British Uni, and yet we ran our Students Union as a mini version of the US system (with a president, vice president and cabinet officers plus our own Constitution. It even had its own version of the 25th Amendment stating who would take over if the President was ill or otherwise unable to carry out the duties of his/her office).

Different people also have pieces of music attached to their role (i.e. president, admiral, etc.). Kings are usually in overall command of their militaries, as is the U.S. President, so the comparison is appropriate in that regard.
