The French first thing is reminiscent of Jim Crowe's America, a society that wouldn't treat or view non-whites as equals, even though they were all technically "free". Even if migrants integrate and get French citizenship, they will still look like migrants to the RN and get treated as such by their followers, until they prove in every interaction, that they are French and perhaps worthy of equal treatment. Having to constantly prove that you're good enough, when people assume you're not, doesn't really seem like equality. I already see that kind of thing happening on the street, only it's from racists harassing minorities, not officials deciding on governmental issues.
