The UN Security Council determines whether it will…..and this is susceptible to be hamstrung by the actions and motivations of powerful nations like US, UK, etc. There was NO motivation by these security council nations…..don’t blame the UN. There is no other body of nations or unity (for better or worse) that does as much around the world with its various organization as the UN does…..trying its best producing what it can despite various agendas that try to influence it.
