There is a battery in the new hose that is missing. It is usually a button battery in the handle since these hoses work off RF frequency. Which is why the old hose works without being plugged in. Once the battery is installed the new hose should work as well.
3 days later, only having the new hose connected still didn't work. The old one, in another room, not connected, pressed start and it started the machine.
